James A. (Tony) Parrott is the Interim Executive Director of the Metropolitan Sewer District of Greater Cincinnati. He assumed those duties on October 9, 2006. He serves as Chief Executive Officer of the district overseeing a staff of approximately 600 employees and an annual operating budget of $161 million. MSD also has a $100 million annual capital construction program. Parrott first joined MSDGC in February 2005 as Deputy Director.
He has more than 20 years of experience in the management of wastewater systems, most recently as Director of the Butler County Department of Environmental Services.
Under his leadership, Butler County was one of 16 public utilities recognized nationally by the Association of Metropolitan Water Agencies (AMWA) for significant accomplishments in overall efficiency, cost-effectiveness and quality of service.
Parrott has authored numerous articles on organizational efficiency and team oriented management for professional publications.
“I started in the trenches in 1985. I’ve cleaned sewers, worked in construction and engineering and have held various management positions,” said Parrott.
“We are already at a solid level of performance and poised to become one of the elite utilities in the nation. My goal is to work toward keeping quality high and operating costs low,” added Parrott.
He contributed several chapters to a Temple University publication, Management Innovation in U.S. Public Water and Wastewater Systems. He has also authored numerous articles on organizational efficiency and team-oriented management for other professional publications including an American Water Works Association (AWWA) manual on management excellence and a handbook on rates, cost setting and legal issues for public utilities.
Parrott grew up in Lebanon, KY and holds a Bachelor’s degree in Communications and minored in Public Health from Georgetown College. He enjoys spending time with his wife of twenty years and their daughter (a student at Xavier University). He also likes to jog, lift weights and listen to jazz music.
The Metropolitan Sewer District of Greater Cincinnati serves the wastewater removal and treatment needs of over 800,000 customers in Hamilton County, Ohio. Every day, MSDGC manages the effective collection and treatment of more than 200 million gallons of wastewater and actively maintains 3,000 miles of sanitary and combined sewer that run through 49 municipalities and townships of Hamilton County.
