The City of Cincinnati, Agent for the Metropolitan Sewer District of Greater Cincinnati (MSD), undertakes a number of sewer Capital Improvement Program construction projects each year. The City, through its Department of Sewers, bids these capital construction projects. MSD Procurement manages the capital construction project bidding and contract processes. This site will provide information on how to bid, what capital construction project is available for bid, upcoming capital construction projects, as well as bid result history.

General Information

• The majority of MSD capital construction projects bids are solicited on a competitive basis (Invitation to Bid) per the Cincinnati Municipal Code.
• The plan sales desk is open 8:00 a.m. - 4:00 p.m. Telephone is (513) 557-7118.
• Bid documents (detailed plans and specifications, bid and contract forms, and instructions to bidders) for MSD capital construction project Invitations to Bid are distributed only through and by MSD. These documents are the official Invitation to Bid forms and specifications for MSD capital construction. No substitutions or facsimiles are authorized for submitting responses to Invitations to Bid.
• All detailed plans and specifications for MSD capital construction projects that are part of an Invitation-to-Bid must be obtained through MSD Plan Sales. Bidders can pick-up plans in person or request them shipped via mail (at cost). Checks should be made payable to "Treasurer, City of Cincinnati."
• MSD Plan Sales is responsible for the distribution of capital construction project plans and is open 8:00 a.m. - 4:00 p.m., (513) 557-7118.
• All MSD capital construction projects plan sales is located in the MSD Administration HQ and Conference Center Building, 1081 Woodrow St., Cincinnati, Ohio 45204.
• Bidders and Holders of Plans must provide accurate and up-to-date business contact information to MSD Plan Sales. Failure to provide accurate and up-to-date information may result in bidder or Holder of Plans not receiving necessary capital construction project bid information.
• All bid documents for MSD capital construction projects must be submitted, as outlined in their legal notices and bid documents, by the appropriate date and time and deposited into the "MSD Bid Box" located at the address listed above.
• At this time, MSD does not accept electronic bid submittals (internet or e-mail) for any competitively-bid capital construction project.
• All bidders and contractors must be registered vendors with the City of Cincinnati prior to being awarded any construction contract. Please see the City’s Purchasing Division Vendor Registration Self Service and Information site (http://www.cincinnati-oh.gov/purchasing/registration/vendor-registration/) (Note: a new browser window will open).
• Some MSD capital construction may utilize alternative delivery methods (design-build, progressive design-build, or construction management at risk). These projects are solicited under a Request for Proposals (RFQ) process.
• MSD capital construction projects scheduled for alternative delivery must be obtained through MSD Plan Sales.
